mahima-yoga d0a15f6ec1 feat(parachute): add module to handle DO_PARACHUTE vehicle command ...

Releases the parachute output function on DO_PARACHUTE without
requiring flight termination. RELEASE is acknowledged as accepted,
ENABLE/DISABLE as unsupported.

Commander ignores DO_PARACHUTE like other externally handled commands
so it does not send a conflicting unsupported ack.
